Population-Increasing Enemy Emplacements

As previously said, I stated by adding a couple units in case some more bugs come up during the days following the release. Then I realized that there wasn't even an option to make units increase enemy population with emplacements. At most they killed allies or converted them.

Now emplacements have that capacity and a very few compatible existing emplacements have been modified to do this. The new units I've added so far will also tend to increase population rather than decrease it.

I still want most enemy units to kill or convert population rather than increase it, especially because the next feature should make having low populations more fun, but it's always a good thing to have more variety and options.
