Clearer Enemy Emplacements

I had a hard time locating suspicious enemy activity inside the Interests screen, so I've changed the way it's displayed. Now the game won't show the useless "No known enemy emplacement" if there is no suspected or confirmed activity in that territory.

I will make a small release after all with that small improvement and the token extra content once I finish rewritting the territory, I wasn't satisfied with how it out.
