Local Belligerence

As a diversion from all that content writing rescuing renascents and making lovers useful, I recently allowed lobbies to influence the colony to a greater extent by altering its "Local Belligerence".

You'll be able to see this value in the colony screen. You'll also be able to see each lobby's individual belligerence in their respective information screens. At the beginning of each game, this value will usually vary between -1.5 and 1.5. This value, rounded down, will be added if positive or subtracted if negative from the local tension each turn, resulting in scenarios in which you'd be better off being more aggressive or being more peaceful.

A negative belligerence value will also have the effect of causing greater local tension increases when you are to blame for violence, either because of your actions or by omission. When you attack a territory or allow a unit to rampage through the colony, a negative belligerence will increase the amount of local tension raised, while a positive one will diminish it.

The effects will be mild at the beginning of each game, and they'll tend to stay that way, but you could gradually get more dramatic effects by driving certain kinds of lobbies away while empowering others.
