In the next version the player will be able to put proposals to vote depending on the territories he or she controls.
These proposals will always benefit the territory economically, but they'll affect some other interests, so they can be weapons against enemy lobbies or double edged blades capable to harm careless players.
The game won't tell you explicitly what territories or lobbies will be benefited or affected. It will tell you however which interests it harms and which ones it benefits, allowing you to check a list of lobbies and territories and their interests at any time for reference.
Without a doubt, there will be more ways to propose a voting in the future, but those ways will probably have to wait for another release. I'll probably even lower the number of lobbies in this one to make a testing release and finish the remaining ones later so that you can play the new version in the meantime.
Sorry about this last week's slow pace of development by the way. I've been lacking free time to spend in the game as of late.
