I started listing this as "New stuff for governors", but it is slowly degenerating into another one of the development goals.
What I'm adding to the game right now roughly equals my original idea of the oversea campaigns.
I'm still sorting out details, but basically what you'll get is 7 oversea fronts, one corresponding to each city and protectorate, and a native predominant lobby chosen at random for each one of them. To this end I'll have to add at least 12 more lobbies, since some cultures originally didn't get more than a couple of them.
Each of these fronts will have, like your own colony, a series of values such as influenced population, tension and wealth. These values will be displayed in what is currently the "Colony" screen, so it might be renamed to something like politics or demographics or whatever.
The idea is that these predominant oversea lobbies will exert their influence unchecked into these mainland fronts with different effects that might cause ripples all the way into your colony.
Most lobbies will of course try above all to influence or reclaim the population, but in doing this some might generate more tension or wealth in their fronts. Other factors such as a front's low wealth or high tension will also generate emigration, making a victory through the complete conversion of the colony's population easier.
This is where the new stuff for governors appears. You will be able to export those units you have under full ownership, including those you purchased in "Details" and manufactured yourself. The value of each unit will be determined by its Size, its Experience, and the combined tensions of all the other fronts. In this manner, you'll be able to make a profit playing some sort of arms dealer or mercenary force if the world is unstable enough. Training your units for the export market will be more profitable as well, as it will increase other similar units' experience too.
Additionally, now fortresses/dungeons will allow players to control more lands and hold more hostages before the local tension starts to increase out of control.
Next up is allowing lobbies to generate campaigns and governors to send their forces to them.
