I wasn't satisfied with the way the player's proposals were turning out, so I made some changes.
Players will now be able to make proposals without having to control a single territory by visiting them and learning on the spot.
Suppose you go somewhere and find valuable pieces of art being mistreated by hordes of ravenous tourists. For the next 12 weeks, your character will be able to make a proposal that will benefit the arts and affect tourism. In the same manner, you'll be able to learn about all kinds of proposals by interacting with the world around you and observing the conditions of each territory.
I believe this will be more interesting than simply having unlimited proposals of one kind for each territory. It should also give a greater incentive for governor players to come out of their fortresses or dungeons and mingle with their people if they wish to become competent politicians rather than just string pullers.
