Envoys and Slowness

I've tossed in another feature for the release while I finish all the jobs, this time it is envoys.

It will allow you to send an unit to negotiate a truce with hostiles, I decided it would be a good idea to allow more non-violent options by default, though as it stands right now it is way more costly to reach truces with all potential enemies than it is to just vanish them, unless you have a great diplomat on your team.

An envoy will reach favourable agreements with mundane and renascent units if he or she is more intelligent than the enemy unit, but for monsters he or she will require a greater terror value.

Of course, negotiations might just end in violence anyway.
